Disaster and sNOw disaster

We never learn, why do the worlds governments wait until disasters like the recent earthquake in Haiti to happen before doing anything to prevent such loss of life. The world knows the standard of construction in the poorer countries that are susceptible to quakes so why don't we spend money building them quake proof housing instead of waiting for tragedy and substantial unacceptable loss of life. We bale out banks after mistakes by humans and continue to pay them for acts of greed, surely we can provide safer homes for those who have just lost loved ones and other countries around the globe who have a high probability of being victims of such acts of God.

Perhaps this will make us realise how lucky we are living where we do, even after our recent 'Disaster' which bought our country tumbling down. We have over 2.5 million unemployed (I am one of them) why don't the government get off their arses and get us off ours and out onto the streets clearing them. It's a joke how this country drops to it's knees, yes I know we are not geared up for the kind of freak weather we witnessed over the last 3 weeks but we would all be very annoyed if we were asked to start paying extra council tax on the off chance we might get snow sometime during the next 30 years. I lived in Estonia for 8 years where it gets as low as -40 c and nothing stops, yes they are well equipped and expereinced in the management of snow and all the problems it brings, but they do have a great law which states 'Everyone' is responsible for clearing the paths outside their homes and businesses, if you don't you are fined. It works.
